Is anyone good at HTML/CSS? Or even, passable?

I have a very simple layout of <div>s I'd like to accomplish, but CSS is the worst thing of all time, so it's hard for me to get what I want.

According to stackoverflow, "why do you want to do that?"
When you need my help because I'm ruining everything, don't look at me.

What I've noticed is <DIV>s tend to force <BR>. Have you considered <span> instead of <div>?
