I saw "Ed Wood" before seeing this one, and that's the order I recommend viewing them in. Not just because I did it that way and that should be good enough for anyone, but because it makes sense out of something that would otherwise be a complete train wreck.
Seeing "Ed Wood" answered the question as to why Vampira was in this movie and why she didn't speak. It spoke to where the hell Tor Johnson came from and who the hell that Criswell guy was supposed to be.
On the other hand, I'm betting the movie is a lot funnier if you don't know all the answers. So why am I trying to rob you out of a little bit of fun? It's because Plan 9 From Outer Space isn't the worst movie I've ever seen, just the most incompetently made. I'd still say it was less boring than several other movies I've seen and people I've spoken to, and I think being boring is a worse crime than being incompetent. Although it is.
But if Ed got any better at making movies, this would be easier to take. He was just really bad at it, sadly, and never -- as far as I have read -- improved his craft.
One out of five stars.

Really needed more robots in the front row. The hubcaps on fish line (hung in front of a cloud painted backdrop). The spotlight beam that swings by and knocks the two people out of thier patio furniture (but fails to budge the coffee cups on the table)
The Bela stunt double! (that apparently is in a nearby movie, but not the one you are watching) Doctor Tom, indeed!
Oh the glory of stock footage! The keen use of construction blinkers and fishing bobbers to simulate alien spaceship decor!
And the cemetary! Ed Wood has made such good use of recycled refrigerator cardboard as never seen on a movie screen before!
Please to see "bride of the Monster" for more spine tingling action! Bela VS the fake octpus in a big puddle is a MUST see for all ages. I reccomend the MST3K version as it's loads more entertaining. Also see "Night of the Ghouls". The sequel to 'Bride of the Monster'. You know how a sequel to a movie is usually not as good as the first one? Well, this particular sequel dosen't have far to fall as the first one was really low on the quality meter in the first place.
In retrospect, Ed Wood must have been the smoothest talking con artist in hollywood for people to finance MORE than one move from him.
