"Victory Formation" is basically when you have the game locked up, all you need to do is hike the ball, start the clock, and the other team cannot stop you or the clock. It's a way to end the game.
Atlanta was upset because the Saints were in "Victory Formation", which is basically a way of saying "We're not going to run any more real plays. We're just running out the clock". Except that the Saints pulled a fast one on them in a lopsided victory, and got Jamaal Whatshisname his first TD of the year, on a cheap play at the end of a game.
The Falcons coach was MORE pissed that he knew he was losing his job that night, but he had to put up a good fight on national TV when the Saints did it.
