The guy in the picture is Peter Wyngard, a British actor. If it wasn't that it said "Flash Gordon" I might have thought it was Anton LaVey, founder of the Church of Satan.

The guy that looks like Odo from Star Trek: Deep Space Nine that appears before the Flash Gordon villain is Freeman John Dyson, known for inventing the Dyson Sphere. That's a concept that says as a society advances it will keep using more amounts of energy, eventually it would put a sphere around its sun to capture all the energy that goes nowhere important and is otherwise wasted.
