The suggestion of it being a submarine movie was so obvious I'm ashamed (among other things) of never having actually put two and two together. But yes.
I just found this article about Star Trek 2, and I enjoyed it.

I'm amazed at the filmmaking analysis in that. The writer is a GOOD JOURNO and the internet needs more of him.

I have not yet read the article, but even I realized years ago that Wrath of Khan could have been plain fiction instead of science fiction, if you had the two of them on submarines and the Genesis Device being a nuclear weapon, and "warp drive" be full engine power.

They did a reworking of The Enemy Below on TOS at one point. I guess they could do a Master And Commander Star Trek movie if they wanted to. In a way they mostly are
