It's not necessary to legislate that. Responsible cat owners will know that nail clippers work just as well as the declaw route and the cats don't suffer.

Utica is the home of the half moon cookie and tomato pie, the star pitcher Patrick Corbin attended Mohawk Valley Community College, and Buffalo has some of the best architecture of any major city in the northeast. We'll show them a great time."
Patrick Corbin has had two seasons in his entire life where anyone bothered with him in text baseball.

Cats should usually keep up their own nails, the owner just has to give somewhere to scratch and if necessary some encouragement. My cat kept it up for half her life then I started paying to have them clipped (she, being a Siamese who had already hurt me badly when I tried to give her a bath so I didn't think I could do it myself). About 4 years ago her attitude deteriorated to the point where her vet office refused to clip her nails "for their safety". I realized that a pair of tonail clippers and a towel to hold her in are all I ever needed to save that $15 - $25 every month and a half. Now she's too frail to put up any fight at all.

Actually this isn't about cats. It's about NY taking away our freedom of choice, even though none of us here would actually get a cat declawed. They did it with manditory health insurance, and now they're doing it with cats. Change the issue from cats to unborn children and see what it looks like.
