In both Maryland and Virginia, open carry of shotguns is legal, without a permit. You can walkvaround in public carrying a rifle or shotgun (over your shoulder) on the street in downtown Baltimore, and while you may get strange looks and the cops may come out to question you, but it is perfectly legal.
My Utah non-resident concealed carry permit and my Maryland drivers license will allow me to carry a concealed handgun in Virginia (Virginia allows permitless open carry). But don't try to carry a handgun in Maryland anywhere outside your home or business, or you're looking at serious prison time. (Maryland CCW permits are very hard to get.)
