Interesting. When I was taking electronics back in HS one of the projects offered was a 'librarian tormentor'. It operated in much the same way as this device. (only bigger, the size of a pack of smokes) You built it, hid it and watched the fun, plus getting good marks in shop class to boot.
I never built one , mainly because I leaned towards the shocker, which was nothing more than a primitive taser, which had more of an instant gratification effect not found in the librarian teaser device.

They also have a an Annoy-a-tron 2.0, with more sound effects for not much more money.
