I find myself struggling to say anything about The Shape of Water that wouldn't spoil it on some level. Guillermo del Toro's films are similar to M. Night Shyamalan's in the fact that as their films go on, the viewer's perception often changes; but unlike Shyamalan's films, which often take a 90 degree turn on a single scene, del Toro's are more of a slow burn. Throughout The Shape of Water's 120 minutes, things continue to develop slowly, and don't completely come together until the final few minutes.
Several major film critics have given this film 4 out of 4 stars, while at least one (Rex Reed) gave it 1 out of 4. The Shape of Water is a fairy tale disguised as a horror movie, so some leaps in logic are required for maximum enjoyment.
BTW, 3 minutes into the film I wrote a single word on a piece of paper, folded it up, and showed it to my wife after the film ended. I was 100% right, even though the film spent most of its run time trying to convince me I wasn't.
